重慶兩江新區獲批 國家海外人才離岸創新創業基地

11月9日，在2019重慶英才大會開幕式上，舉行了“國家海外人才離岸創新創業基地”授牌儀式，兩江新區正式獲批成為國家海外人才離岸創新創業基地。
據介紹，今年9月，經中國科協海智計劃領導小組批準，同意在重慶兩江新區設立國家海外人才離岸創新創業基地。目前，重慶市科協和兩江新區管委會結合重慶實際，形成了離岸基地創建可行性報告及實施方案；兩江新區管委會在空間布局上進行了規劃，落實了服務載體，已開展了前期接洽工作。
根據實施方案，將依靠中國科協的國際科技交流優勢，依托重慶兩江新區的產業基礎和開發開放優勢，探索建立“雙向離岸”的海外人才工作新模式。按照市場化運作的方式，在海外人才引進、創業孵化、運作機制和配套政策等方面探索建設并形成示范；探索建立海外技術合作平臺，有針對性地開展海外人才（團隊）項目預孵化服務，促進科技項目成果轉化。
力爭到2025年，以重慶兩江新區為依托，在海外知名院校、科研機構、創新園區布局建立海外技術合作平臺，推動科技成果在渝落地轉化，匯集高層次創業人才，打造海內外創新資源匯聚中心和創新創業項目孵化轉化中心，助力重慶兩江新區產業轉型升級，為把重慶建成國家（西部）科技創新中心提供有力支撐。
